Plans by a Jamaica, Queens recycling firm to build a truck depot off Zicha Road in the Town of Schoharie will take what could be the final step forward Monday when the Schoharie County Industrial Development Agency hosts a public hearing on a PILOT for the project.
The hearing will be at 7pm at the Town Hall on 300 Main Street.
American Recycling Management is looking to build a truck depot on 117-acres on Zicha Road.
The site is zoned commercial and the project is a permitted use, though it’s subject to site plan review and permitting.
When he unveiled the project to the Schoharie Town Board in June, ARM’s Dominic Susino said it would mean 20-25 $22-$25/hour jobs.
The site is a perfect midway point between ARM’s pickup and delivery stops, he said, and would allow their drivers to meet stricter rules regulating how long truck drivers can be on the road.
Mr. Susino said in June their trucks don’t and won’t run on local roads but travel I-88 and the Thruway.
The depot would require a 20,000 square-foot building.
IDA’s Executive Director Ron Filmer said Monday’s hearing for a standard 10-year PILOT—payment-in-lieu of taxes—will also take comments on potential exemptions for sales tax on building materials, real estate transfer taxes, and mortgage recording taxes.
”The hearing is the next step in the process,” he said; Schoharie’s Planning Board has already issued a permit for the project.
If the PILOT is granted, the land will continue to be assessed at its current rate as vacant land until 2030.
Mr. Filmer said ARM had hoped to break ground before the end of the year, but with the snow and the weather, they’re now looking at a spring date.
