C-R hosting expert on Open Meetings Law

New York's foremost authority on the Open Meetings Law will visit the Cobleskill-Richmondville school board later this month.
Robert Freeman, who's been chairman of the state's Committee on Open Government since 1974, will be at C-R's October 21 meeting, which will start at 6:30pm in the Golding School library.
Although the meeting's open to the public, people should call to make reservations and ensure there's enough seating.
Superintendent Lynn Macan invited Mr. Freeman at the request of board member Russ Smith. Mr. Smith felt the board had minor disagreements when members go into a private session.
Ms. Macan said Mr. Freeman will give a short presentation and then take questions from the board and audience.
"I never prepare," Mr. Freeman said when contacted Monday. "What we talk about depends on what's going on in the municipality.
"I could talk about the Open Meetings Law and the Freedom of Information Law till Doomsday. I really could. But then we'd never cover the issues the municipality wants to cover."
Ms. Macan has invited members of other area school boards to the meeting.
